Mountain Forum Himalayas
 
A Platform for Sustainable Mountain Development

Mountain Forum Himalayas is a collective platform initiated by CASA for addressing the issues specific to hilly States of Himachal Pradesh and Uttaranchal in 1997. The forum has identified four core areas for its work, after a careful analysis of ground situation. These are - local self-governance, disaster management, natural resource management, women development & empowerment and capacity building of CSOs. To impart clarity in its functioning, a concept note on Mountain Forum was prepared. Mountain Forum in Himachal Pradesh and Uttaranchal has 14 members and holds regular meetings on a 4-month basis.
 
MFH since its inception has been working on the issues. MFH has identified the potential of local community and its institutions as an effective tool for the development of community coping mechanism along with value addition through technological inputs.  Therefore, MFH has started its intervention through capacitating the local community and PRIs.  MFH has made effective practical instructions in disaster management covering the whole spectrum.  It has taken a campaign at policy level to engage Panchayats effectively in disaster management.
 
In last few years MFH had identified vulnerable areas in the states which are susceptible to regular occurrences of disasters  like earthquake, cloud bursts, etc. and accordingly it undertook series of awareness generation campaigns and skill building trainings for local public and institutions in the view of indigenous knowledge and local expertise of villagers. MFH has strengthened community and local institutions to prepare disaster management plans at community level.  MFH has organized several technical training programs in both the states where masons were trained in building earthquake resistant structures with locally available construction materials.  MFH has also published and distributed materials for awareness generation and information sharing.

MFH has paid serious attention to the issue of forest fire.  Here too, district level awareness campaigns were lowered, especially in the densely forested areas.  MFH also published and distributed widely a booklet related to mitigating and managing forest fire.

MFH inetrventions in disaster risk reduction and disaster management involves following startegies:

a) Awareness & Education and community preparedness on disaster management & mitigation
b) Role of Government Departments,SDMA, PRIs, CBOs and other local institutions in disaster management.
c) Disaster management plans and policies at different levels
d) Role of Media & communication/information in disaster management
e) Ensuring Rights of vulnerable and disaster management
f) Sustainable linkage between environment, disasters and development and role of Corporate Houses
g) Disaster mitigation
