Fash Flood in Rampur: Damage Assessment by MFH

A cloud burst triggered flash flood and landslide in Bawi village in Ganvi near Rampur, about 170 kilometers from Shimla, Himachal Pradesh. An unpredictable natural phenomenon, the cloud burst caused extensive damage to property and people. The cloud burst resulted in an overflowing of streams. The flash flood triggered from the Dharla village. Gradient of the stream is very steep and the flooded Kapni stream carried away every thing that came along and destroyed the Bawi village within minutes. The affected area was alluvial fan produced by Katrina and Kapni stream at the confluence of river Ganvi. Some houses located on the banks of the river, were swept away by its gushing flow.

The Cloud bursts have claimed the lives of about 70 people (approx.). About 7 bodies recovered on the spot were that of women. Total 63 are missing out of which 40 of them are women who were inside their homes doing household activities. In village Bawi it destroyed 20 houses and none of the villagers had managed to run out those inside the house. Most of the people lived in the village were workers of the Ganvi hydroelectric power project.

Culprit streams: Dharla and Katrina streams, small seasonal tributaries of Ganvi

MFH used Participatory and Non participatory observations and Focused group discussion (FGD) for collecting primary data and analysis was doneon the basis:

• Most of the house built near the bank of the river and in confluence of two sources got washed away. There is lack of awareness among people and are involved building houses in risk area in between the outlet or near the source.
• The residents of Ganvi village accused hydro power construction and other development activities for the mishaps
• One of the survivor lost her 11 relatives in the flash flood and there was no one left to look after the belongings
• Need to provide immediate relief and rehabilitation for those who are survived
• The land slide resulted due to heavy blasting done by Ganvi hydroelectric power project and has  loosen the strata of rock in the entire area
• People should vacant that particular place and area because it no more saver for inhabitant.
• No sufficient road and bridge connectivity to cross the other side of the river. And thus people were unable to escape to save their life or others to reach the place for help at the time of the mishap.
• People also opined that flash flood are becoming common in the area in resent time and there is no such records of such extreme events
